I think it depends on which second-tier city it is.  In your case I'd think any metro area with a strong high-tech infrastructure and large university presence could work.  Raleigh/Durham comes to mind immediately as does Austin, although Austin is probably pretty well booked.  Even Pittsburgh could be a good choice.  With the opening of the Boston Conv. Center, you might find some openings at the old Hines Center.  

While most CVBs would prefer to have events that draw from out of town, like yours, they historically book B2B events into weekday slots, not weekends, which are the domain of the consumer shows, which as you're finding, occur every weekend in just about every venue.
